When you want to select a rectangular region of a photo, use the rectangular selection tool as shown at the left. Then click on the photo and drag a rectangle around the part you want.
As with other graphics programs, leave this as the default tool when you're doing other things.
After you're done working with the selection (cropping, for example) you want to get rid of the dotted line around your selection. Choose the Select menu, and pick Deselect.
If you want to select the entire photo, use the Select menu and choose All.
