The Students' Council Constitution
Clause 1
The name of the organization of the Junior/Senior Students Council for the Students of Worsley Central School shall be the "Worsley Central Students' Council". All students in grades seven to twelve inclusive attending Worsley Central School, shall be members of the Students' Council.
Clause 2
The objectives of the organization of the Students' Council shall be to
- support extra-curricular activities for the intellectual, cultural, and spiritual development of the entire student body
- encourage harmonious school spirit
- promote academic, cultural, and athletic excellence and pride
- sponsor, organize and oversee in-school activities designed to encourage 2a, 2b, and/or 2c.
Clause 3
The official positions comprising the Worsley Central Students' Council Executive shall be:
- Prime Minister (Candidate from Grade 11 or 12)
- Deputy Prime Minister (Candidate from Grade 11 or 12)
- Minister of Finance (Candidate from Grades 10, 11 or 12)
- Minister of Social Welfare and Awards (Candidate from Grades 10, 11, or 12)
- Minister of Media Relations (Candidate from Grades 10, 11, or 12)
- Minister of Publicity (Candidate from Grades 10, 11, or 12)
- Minister of School Spirit and Social Activities
(Candidate from Grades 10, 11, or 12)
- Minister of Sports and Recreation (Candidate from Grades 8, 9, 10, 11, or 12)
- Minister of Community Relations (Candidate from Grades 10, 11, or 12)
- Room Representative (Five) (One Candidate from Grade 7, 8, 9, 10, 11)
- If there are 2 or less Grade 12 students on the Students' Council Executive then
Grade 12 will have a Room Representative
Clause 4.
The duties of the Students' Council are to:
- attend and participate in all Executive meetings. The location of meetings will be determined by the staff advisor(s). Times and dates of meetings will be determined by the executive in conjunction with the staff advisor(s).
- have general supervision over the planning and implementing of the Students' Council.
- ensure that all money is used to further the objectives of the Students' Council
- appoint and/or elect any special sub-committees should the need and/or interest arise.
- make decisions on behalf of the general students body., A majority vote decides all issues with a quorum consisting of at least 51%. The staff advisor(s) and the Prime Minister shall refrain from voting. The Prime Minister only votes to break a tie.
- arrange for general student assembly meetings to promote the aims of the organization. A general assembly meeting shall be arranged through the school principal.
- call for the resignation of any council member who does not fulfill his/her duties. If any council member acts in violation of the constitution and fails to fulfill his/her duties as an executive member, the Prime Minister, the Deputy Prime Minister or the staff advisor(s) may suggest and initiate a review by council of that member's capability to complete his/her role. If it is decided by a 2/3 majority vote of the executive that the member is unwilling or unable to fulfill the role, the executive may call for the resignation of that member. Before any review can occur the situation must be discussed with the staff advisor(s) and the principal. The member must be informed that a review of his/her position may be called. The principal, the staff advisor(s), and the offending member must be present during a review meeting.
Clause 5
The procedures for election or for admittance to Students' Council:
- The election of the Prime Minister and Deputy Prime Minister will be done as a team.
- Each team must get nominated as a team with a minimum of 5 signatures.
- Elections must be held before the end of the second week in May.
- The election for the Prime Minister and Deputy Prime Minister must be executed under the supervision of the past Prime Minister and Staff Advisor(s).
- The remainder of the Students' Council Executive must write a 250-word essay about what they can do for the Students' Council and why they want to be a part of the Council. This must be handed in to the Staff Advisor(s) before the end of the second week in May.
- The election of the Room Representatives shall be executed under the supervision of the classroom teacher and the Prime Minister, Deputy Prime Minister, and/or one other Minister.
- The election of the Room Representatives shall be conducted on or before September 30th.
- The appointment of positions for the Ministries will take place during the first meeting of the new school year.
Clause 6
The duties of the Prime Minister are to
- co-ordinate all activities of the Students' Union
- prepare an agenda for all meetings with the assistance of the Minister of Media Relations and Staff Advisor(s).
- represent the Students' Council in the community as required. An example may be the Community Awards Day or the Remembrance Day Service.
- call and chair all Executive meetings
- represent the Students' Council Executive at all General Assembly meetings.
Clause 7
The duties of the Deputy Prime Minister are to
- assist the Prime Minister co-ordinate the activities of the Students' Council
- assume the role of the Prime Minister in his/her absence
- assume the role of the Minister of Media Relations in his/her absence
- assist in the organization of all fundraising activities
Clause 8
The duties of the Minister of Media Relations are to
- keep accurate records of all Students' Council meetings
- receive all correspondence that comes to the Students' Council and present it to the Executive
- write all correspondence on behalf of the Students Council with the assistance and/or approval of the staff advisor(s).
- maintain accurate minutes for all meetings
- provide copies of meeting minutes to the staff advisors and/or school administration
- write all newsletter and other correspondence to inform student body and public about Students' Council activities
Clause 9
The duties to the Minister of Finance are to
- report to the Executive of the Students' Council of any bills that need to be paid
- report to the Executive of the Students' Council of the financial standing of the organization
- assist school secretaries with the organizing of the bills of the Students' Council
- be responsible for the organization of all fundraising initiatives
Clause 10
The duties of the Minister of Sports and Recreation are to
- monitor and bring to the executive meetings all issues regarding extra-curricular sports that require Students' Union support and/or funding
- assist in the coordinating of intramural sports activities
Clause 11
The duties of the Minister of School Spirit and Social Activities are to
- organize and run all events sponsored by the Students' Council

iii. Week Events/Theme Weeks
iv. Other
- train and assign duties to all volunteers working on the activity
- organize social events for Students' Council
Clause 12
The duties of the Minister of Social Welfare and Awards are to be responsible for
- coordinating activities for national and international charitable organizations
- the recording and accumulation of all co-curricular points
- the organization of the House awards assembly
Clause 13
The duties of the Minister of Publicity are to be responsible
- for all in-house advertising of co-curricular events including posters, banners, announcements etc.
Clause 14
The duties of the Minister of Community Relations are to
- attend all Booster Club meetings and act as an Liaison between the Students' Council and Booster Club
- report back to the Students' Council on the meetings of the Booster Club
- attend all Parent Council meetings and act as a Liaison between the Students' Council and Parent Council
- report back to the Students' Council on the meetings of the Parent Council
Clause 15
The duties of the Room Representatives are to
- attend all required Executive meetings of the Students' Council
- report back to their respective classrooms on all matters discussed and decisions ratified at the meetings
- communicate any concerns regarding the Students' Council or proposals their classmates may have tot he Executive and or staff advisor
- bring suggestions for activities brought forth by students in their respective classrooms
Clause 16
The duties of the Staff Advisor(s) (appointed by the staff of Worsley Central School) are to
- attend all executive meetings and oversee elections
- ensure all Peace River School Division and Worsley Central School policies are adhered to
- offer advice to the Executive on the Students' Council Agenda
- assist in the organization of Students' Council sponsored activities
- provide a liaison between the school staff and the Students' Council
Clause 17
The Worsley Central Students' Council recognizes the following:
- The official school colours are red and white
- All meetings shall be carried out according to modified parliamentary procedure
- Majority vote decides all issues brought before the Executive
- All proposed expenditures, orders, payment of bills, and other financial matters shall be made with the knowledge and approval of the staff advisor
- Major changes and/or proposals shall be taken to a general meeting for input and/or decision ratification.
- The Students' Council is but one organization in the school and therefore co-operation is essential for the smooth operation of all groups.
- The Students' Council may need to provide moral support and financial support to some of the school's organizations and/or clubs
Clause 18
Amendments can be made to this constitution via the following methods:
- By a motion at a General Assembly where all students have had the time and opportunity to read and discuss the proposed amendment before a vote is called, and
- with the approval of
i. 65% majority of the General Assembly Student Body
ii. the Prime Minister of the Students' Council
iii. the Deputy Prime Minister of the Students' Council
iv. 65% of the Executive
v. the Students' Council staff advisor(s)
vi. the staff of Worsley Central School
